## Summary

**Expanding federal review of foreign investments in U.S. agriculture.** This bill would add the Secretary of Agriculture to the Committee on Foreign Investment in the United States for transactions that touch agricultural land, agricultural biotechnology, or the agriculture industry. It would also create a process for the Secretary to flag certain agricultural land purchases by foreign persons from China, the Democratic People’s Republic of Korea, the Russian Federation, or the Islamic Republic of Iran when those buyers must report under the Agricultural Foreign Investment Disclosure Act. - Farmers and landowners: Land sales to buyers from the listed countries that require AFIDA reporting and that the Secretary believes may be covered would become reportable agricultural land transactions and subject to Committee consideration. This adds an extra federal review step for those specific sales. - Agriculture businesses: Acquisitions involving agricultural biotechnology, transportation, storage, or processing would include the Secretary of Agriculture in CFIUS deliberations, increasing agricultural sector input into national security reviews. - Foreign investors from listed adversary countries: The bill makes certain purchases by persons from China, North Korea, Russia, or Iran formally reportable and triggers a Committee decision on whether to open a Defense Production Act review. Those special requirements end for a country when it is removed from the federal foreign adversaries list in section 791.4 of title 15, Code of Federal Regulations.
