## Summary

**This bill would create a new conditional lawful permanent resident pathway for people who arrived in the United States as children.** It also would add a separate adjustment track for certain Temporary Protected Status and Deferred Enforced Departure beneficiaries and build procedural protections and fee rules for applicants. - Families and young people: Eligible applicants must have been continuously present since Jan 1, 2021 and arrived as children. Successful applicants would get a 10-year conditional lawful permanent resident status and could remove the conditional basis later by meeting education, military, or workforce requirements. - Students, workers, and service members: Removal of the conditional basis can follow a college credential or two years of U.S. military service, or three years of earned income with at least 75 percent of the time on valid work authorization. Hardship exceptions are available for compelling circumstances. - TPS/DED holders, legal process, and supports: A separate TPS/DED track would cover certain nationals with three years of continuous presence and an application window of three years after enactment; fees are capped at $495 for the child-entry path and $1,140 for the TPS/DED track. The bill would require biometric and background checks, authorize employment authorization and advance parole during processing, create a $25 surcharge to fund appointed counsel, and fund grants and confidentiality protections for applicants.

- Adjustment path for TPS and DED: benefit, high. If enacted, nationals of countries with Temporary Protected Status on January 1, 2017 or people eligible for Deferred Enforced Departure on January 20, 2021 could apply to adjust to lawful permanent resident status. You would need three years of continuous physical presence and must apply within th…
- Work, travel, and documents for applicants: benefit, medium. If enacted, applicants under this Act could get employment authorization while their application is pending and could apply for advance parole to travel. The Secretary would collect fingerprints and biographic data and run security checks before final adjustment, with alternative procedures for phy…
- Faster rules to start applications: benefit, medium. If enacted, the Secretary would have to publish interim final rules within 90 days and make them effective immediately so eligible people can apply right away. The rules must be finalized within 180 days of publication. The bill also excludes implementation actions from the Paperwork Reduction Act…
- Grants for outreach and legal help: benefit, medium. If enacted, USCIS would run a competitive grant program to fund nonprofits that give information, screen applicants, help fill forms, and teach civics, English, and GED preparation. The bill authorizes whatever sums are necessary each year from fiscal 2026 through 2036 and says grant money would re…
- Conditional green card for childhood entrants: mixed, high. If enacted, you could get a 10-year conditional green card if you came to the U.S. as a child and meet rules. You must have been continuously physically present since January 1, 2021 and been 18 or younger when you entered. The conditional basis can be removed to become a full permanent resident if…

When a fee is charged, an extra $25 surcharge would apply to fund appointed counsel for judicial review. You would be exempt from fees if you are…
- State control over in-state tuition: mixed, medium. If enacted, the bill would repeal the 1996 federal restriction and let States decide who counts as a resident for in-state college tuition and other higher-education benefits. That could let some noncitizen students qualify for lower in-state rates depending on their State's rules. The repeal is tr…
- Review rights, privacy, and counsel funding: mixed, medium. If enacted, the Secretary could provisionally deny applications when there is clear and convincing evidence of a public-safety risk, but must give written reasons and at least 90 days to respond.
