## Summary

**Conditions U.S. foreign assistance on foreign governments' respect for free speech.** This bill would bar U.S. funds from going to any foreign government that abridges speech protected by the U.S. Constitution or that pressures platforms to censor such speech. - Foreign governments: They would be ineligible for U.S. assistance, including funds under the Foreign Assistance Act of 1961, if officials abridge protected speech or coerce platforms to censor it. - Platforms and media organizations: “Covered platforms” include interactive computer services under section 230 and any media platform, so the bill applies when governments direct or pressure those platforms to remove or suppress speech. - People in affected countries: Citizens could face reduced U.S. aid programs when their government is found to suppress constitutionally protected speech. - Executive branch oversight: The Secretary of State must publish each determination. The President may grant a national security waiver but must consult relevant congressional committees and submit a report at least 15 days before the waiver takes effect listing the country, the national security justification, the type and amount of assistance, and the waiver period.
