## Summary

**Would end most cosmetic animal testing in the U.S. supply chain.** The Humane Cosmetics Act of 2025 would make it unlawful to knowingly conduct or contract for cosmetic animal testing in the United States and to sell or transport in interstate commerce cosmetics developed using such testing after a one-year phase-in. - Cosmetic manufacturers and brands would have a one-year phase-in to stop new animal testing and to stop selling products made using tests started after enactment. - Federal rules would block reliance on animal-test data to establish cosmetic safety except under narrow exemptions. Exemptions include testing required by foreign regulators, testing for non-cosmetic regulatory programs, or when the Secretary of Health and Human Services finds no non-animal alternative. The Secretary could request records and levy civil penalties up to $10,000 per violation, counted per animal and per day. - States could not set testing bans or data-use limits that differ from the Act and may not require testing beyond what the Act permits.
