## Summary

**Expand protected classes in credit law.** The Fair Lending for All Act would add sexual orientation, gender identity, and an applicant's ZIP code or census tract to the Equal Credit Opportunity Act and tighten enforcement with testing, criminal penalties, and expanded mortgage data collection. - Families and borrowers: It would bar credit discrimination for sexual orientation, gender identity, and neighborhood (ZIP code or census tract). Home Mortgage Disclosure Act reporting would collect those fields plus income and demographic data to help identify patterns of discrimination. - Lenders and executives: The bill would create new criminal penalties. Individual violations can carry fines up to $50,000 and up to 1 year in prison. Pattern-or-practice violations can carry fines up to $100,000 per violation and up to 20 years in prison. Executives who knowingly direct violations could face fines equal to up to 100 percent of compensation and up to 5 years in prison. - Regulators and enforcement: It would create a CFPB Office of Fair Lending Testing with a civil service director on a five-year term to run undercover compliance tests, review loan applications and processes, and refer possible violations to the Attorney General. The CFPB and Attorney General must include testing results and summaries of criminal enforcement in their reports.
