## Summary

**A ban on large-capacity ammunition feeding devices.** This bill would make it illegal to import, sell, manufacture, transfer, or possess magazines, belts, drums, and similar feeding devices that hold more than 15 rounds while creating rules for marking, enforcement, and buy-backs. - Private owners and the commercial market: It would bar commerce and possession of devices that exceed 15 rounds, but devices lawfully possessed on or before the date of enactment are grandfathered. Devices manufactured after enactment must have a serial number and the date of manufacture legibly engraved or cast on them. - Law enforcement, retirees, and nuclear security: Qualified law enforcement officers, including campus officers, federal and state agencies, certain retired officers, and Atomic Energy Act licensees and their employees may possess these devices for official security, training, or authorized duties. - Enforcement, penalties, and buy-backs: Seizure and forfeiture rules and criminal penalties would be expanded to cover these devices. Byrne grant funds could be used to compensate people who surrender large-capacity feeding devices under buy-back programs.

- Buy-back payments for large magazines: benefit, low. If enacted, state and local programs could use Byrne JAG grants to pay people who turn in magazines and similar devices over 15 rounds. The bill would not set payment amounts. It also would not guarantee a buy-back in your area. Any payments would depend on local program rules.
- Limit on magazines over 15 rounds: mixed, medium. If enacted, it would be illegal to import, sell, make, transfer, or possess magazines that hold more than 15 rounds.
