## Summary

**Annual public reporting on federal projects that are years late or more than $1 billion over budget**. This bill would require covered agencies to send detailed project data to the Office of Management and Budget and for OMB to publish an annual public report. - Federal agencies defined as "covered agencies" must annually report on each "covered project." Reports must include purpose, locations, contract or award number, start year, Federal share, the primary contractor and any subcontractors or grantees, explanations for scope changes, original and current completion dates, and original and current cost estimates adjusted for the CPI (All Urban Consumers). Guidance must be issued within one year. - Companies and recipients tied to big overruns or delays will be named and the filings must explain any award, incentive fee, or bonus and the rationale. That raises visibility on who benefited from or managed troubled projects. - The Director of OMB must compile agency submissions into an annual, unclassified report to Congress and post it online, while allowing a classified annex when needed. The text sets a reporting regime without changing existing spending authorities.
