## Summary

**Annual DHS assessments of generative AI-enabled terrorism threats** would require focused analysis of how foreign terrorist organizations or individuals use generative AI to spread violent messaging, recruit, or help develop or deploy weapons. It also pushes broader federal-state information sharing and public reporting while protecting privacy and civil liberties. - State and local fusion centers and the National Network of Fusion Centers must have terrorism-related generative AI information reviewed, integrated into DHS systems, and be recipients of disseminated reports. This strengthens local access to threat data. - The Department of Homeland Security must consult the Director of National Intelligence and coordinate with the FBI and other agencies when producing assessments. Reports may include a classified annex and are intended to guide interagency countermeasures. - The public gets an unclassified summary of each assessment posted on a DHS website, and each assessment must be coordinated to comply with privacy, civil rights, and civil liberties protections. Assessments are due within one year and then annually for five years.
