## Summary

**Require rapid reporting and priority background checks for firearm transfers completed before checks finish.** This bill would require licensed importers, manufacturers, and dealers to assign a unique identification number and report any transfer made before a completed NICS background check to the FBI within 24 hours. It would create an online portal and telephone hotline within 180 days for reporting and would require the FBI to prioritize those checks under the Brady Act. - Licensed importers, manufacturers, and dealers: Would have to provide a unique ID and report transfers made before a completed NICS check within 24 hours. - FBI and state or local background-check authorities: The FBI would receive reports and transmit them to state or local authorities when applicable, must prioritize those background checks, and records related to a transfer could not be destroyed before the check is complete. - ATF and the public: The FBI would publish a state-by-state report within 300 days and annually on counts of these transfers, completed checks, retrievals, and purged requests. The ATF would also publish, within 300 days and annually, data on average time to recovery and on interstate recoveries. - Law enforcement and communities: The bill would require disaggregated data by ATF field division and state on recovered firearms, helping track weapons involved in unlawful transfers and measure retrieval outcomes.
