## Summary

**Blocks entry and immigration relief for people who carried out or materially supported the October 7, 2023 Hamas attacks against Israel.** This bill would add a new inadmissibility ground tied to those attacks, bar asylum and other immigration relief for such individuals, expand grounds for removal, and require annual reporting to Congress. - People who carried out, planned, financed, or materially supported the attacks would be inadmissible and barred from asylum and other immigration relief. - The bill adds the new ground to deportability rules so affected noncitizens could be placed in removal proceedings under existing law. - The Department of Homeland Security must report to Congress annually, starting within one year, counting how many people are found inadmissible under the new ground and how many are found removable.
