## Summary

**Pilot program to prevent terrorist attacks using large motor vehicles.** This bill would direct the Department of Homeland Security to establish a one-year pilot to standardize what rental agencies collect, improve suspicious activity reporting, and allow procedures for watch-list checks and FBI notification if the Secretary determines they are necessary. - Dealers and rental companies: Would use a uniform data standard for rentals and sales, receive limited liability protection for actions taken under the pilot, and could check vehicles such as buses, vans, and trucks that carry more than 15 passengers against a designated watch list. - Operators and employees: Would get DHS threat assessments, training, guidance, and technical help to better identify and submit suspicious activity reports. - Law enforcement and Congress: DHS and the Transportation Security Administration would jointly report every 120 days during the pilot on privacy and civil liberties effects and on whether a permanent program would help protect against attacks. - Ride-share and peer-to-peer platforms: DHS must deliver an 18-month study on working with rental car and ride-sharing companies, including peer-to-peer apps, to identify risks and threats of vehicle-based terrorism.
