## Summary

**Royalty transparency** is the central goal. This bill would force clearer disclosure of royalty payments tied to executive branch officials and advisory committee members and tighten procurement checks to limit conflicts of interest. - Advisory committee members and certain executive officials would face expanded financial disclosure rules. The bill adds many science and public health advisory panels, including the National Science Advisory Board for Biosecurity, the Advisory Committee on Immunization Practices, and the President's Council of Advisors on Science and Technology. - Agencies would have to publish annually the names of covered individuals and the original source and value of any reported royalties. It would also change agency review and redaction procedures and give Members of Congress a 30 day window to request unredacted reports. - The Office of Management and Budget and the Federal Acquisition Regulatory Council would update procurement rules so royalty payments to prospective contractors or grantees from the prior year factor into conflict reviews. Agencies must report yearly the number of identified conflict cases and steps taken to mitigate them, including reports to intelligence oversight bodies. - The bill adds requirements to notify congressional committees when waivers under Title 5 or Title 18 are granted and to provide a detailed justification for those waivers.
