## Summary

**Conditions federal child-protection funding on protecting parents who oppose gender-related medical or social interventions for minors.** It would add a new Section 4 to the Child Abuse Prevention and Treatment Act that bars States from receiving CAPTA funds if they take adverse action against parents, guardians, or legal representatives who oppose such interventions. - Parents and families: Parents, guardians, and legal representatives who oppose medical, surgical, pharmacological, psychological treatment, or social changes such as name, pronoun, or clothing use for a minor would be protected from state adverse action or discrimination based on the parent's estimation of the minor's biological sex. - States and enforcement: States that take adverse action could lose CAPTA funding and may be required to return awards if a court finds a violation. The bill creates a private right of action allowing affected parents to sue the Department of Health and Human Services in federal or State court to enjoin awards and seek repayment to the Treasury.
