## Summary

**A federal moratorium on closing Social Security field offices, hearing offices, and resident stations.** This bill would pause most closures and new access limits while forcing detailed public notice, public hearings, and a Congress-facing report that must justify any future closures and analyze burdens on the elderly and people with disabilities. - Families and beneficiaries: Local in-person access would be preserved during the moratorium and any future closure plan must analyze transportation and communication burdens and explain how lost services would be replaced. The moratorium ends 180 days after a required report that cannot be submitted earlier than January 21, 2029. - Social Security employees: Any closure plan would have to assess effects on employees and cannot cut the total number of field, hearing, or resident offices below the number operating on January 20, 2025. - Decision process and oversight: After the moratorium, the Commissioner would need to give at least 120 days notice, hold at least two public hearings 30 to 45 days before a proposed action, allow appeals, and send a detailed final report to congressional tax and finance committees at least 30 days before closing or consolidation.
