## Summary

**Creates mandatory inadmissibility and deportability for noncitizens tied to fraud against the government and bars them from any immigration relief.** This links a wide set of fraud and benefits crimes directly to removal and denies any form of relief to people covered by the new grounds. - Applies when a noncitizen has been convicted of or admits to acts that meet the essential elements of listed federal fraud offenses. Examples include Supplemental Nutrition Assistance Program benefit fraud, Social Security number fraud, identity document fraud, theft or bribery involving federal funds, major fraud against the United States, mail and related fraud, and conspiracy to commit these offenses. - Covers unlawful receipt of Federal, State, or local public benefits as well as conspiracies, so admissions as well as convictions can trigger these immigration consequences. - Makes these grounds mandatory and universal for exclusion and removal, creating a complete bar to any immigration relief otherwise available under the immigration laws and relying on existing removal processes.
