## Summary

**Performance-based pay pilot for federal employees.** This bill would create a five-year Office of Management and Budget pilot that ties pay for selected GS-11 through GS-15 and senior-level employees to measurable productivity, quality, and timeliness metrics. - Employees: Staff in roles like project management, IT, finance, procurement, leadership, customer service, or claims processing would be eligible. A three-tier system would allow up to a 10% raise for top performers, no adjustment for middle performers, and a 10% cut plus required development for low performers, and participants would be ineligible for certain Title 5 pay adjustments while in the program. - Agencies: Each participating agency would enroll at least 1% and at most 10% of eligible employees, with an opt-out for national security or public safety if the agency head submits a written justification. Agencies would implement standardized, objective evaluations, provide training and quarterly feedback, and must use funds already available rather than new appropriations. - Oversight and reporting: The OMB Director would set annual performance metrics, oversee evaluations, and publish yearly assessments to Congress on productivity, budgetary impact, and employee satisfaction. The Government Accountability Office and OMB would complete a final review within one year after the pilot ends and report to Congress.
