## Summary

**Boost federal support for pedestrian and bicycle safety and connectivity.** The bill broadens the Highway Safety Improvement Program (HSIP) so states and local areas can fund bike and pedestrian linkages and targeted projects that reduce risk to vulnerable road users, and it makes federal cost sharing more flexible and generous for those projects. - Pedestrians and cyclists: More projects qualify for HSIP funding, including connecting separate bike or walking segments and strategies aimed specifically at vulnerable road users. Safety plans such as Complete Streets, Vision Zero, and ADA transition plans now count toward eligibility. - Local governments and regional planners: Local governments, metropolitan planning organizations, and regional transportation planning organizations can have projects credited toward non‑Federal matches if projects are in approved safety plans or address identified high‑risk areas. They can also pool projects or programs to meet match requirements. - States and funding rules: States can use flexible financing options and treat certain funds as part of the non‑Federal share when conditions are met. Projects using Federal Highway Administration‑recognized Proven Safety Countermeasures may receive up to a 100 percent Federal share.
