## Summary

**Guaranteed pay for service members and supporting personnel during FY2025 funding gaps.** This bill would create a continuing appropriation from the Treasury to pay members of the Armed Forces, certain Department of Defense and Department of Homeland Security civilians, and contractors when interim or full-year FY2025 appropriations are not in effect. - Members of the Armed Forces: would receive pay and allowances for active service and inactive-duty training performed during any lapse in FY2025 appropriations. - DoD and certain DHS civilian employees: would be paid when the Secretary concerned determines they are providing support to those service members; the Coast Guard is included only when it is not operating as a service in the Department of the Navy. - Contractors: would be eligible for payment if the Secretary concerned determines they support those service members; this covers DoD contractors and, for the Coast Guard case described above, DHS contractors. - Duration: the appropriation would cover the period of any lapse and would end on the earlier of an enacted appropriation for these purposes, enactment of applicable appropriations without such amounts, or January 1, 2026. - Definitions: the bill uses Title 10 definitions for active service, Armed Forces, inactive-duty training, and reserve components and defines "Secretary concerned" as the Secretary of Defense or the Secretary of Homeland Security for Coast Guard matters.
