## Summary

**This bill would bar congressional earmarks to “sanctuary jurisdictions.”** It would block federal earmarks from being directed to any State or local government that limits sharing citizenship or immigration-status information or that restricts complying with Department of Homeland Security detainer or release-notification requests. The bill includes a carve-out so a jurisdiction is not labeled a sanctuary just because it declines detainers for individuals who come forward as victims or witnesses. - Local governments: States and political subdivisions that meet the bill’s definition of a sanctuary jurisdiction would be ineligible for congressional earmarks starting in fiscal year 2026 and each year after. - Members of Congress and earmarks: Lawmakers could not target earmarks, as defined by House Rule XXI clause 9(e), to jurisdictions that trigger the sanctuary definition, changing where earmarked projects can be placed. - Immigration enforcement and victims: The measure ties the sanctuary definition to Department of Homeland Security requests under the Immigration and Nationality Act and preserves an exception for jurisdictions that protect crime victims or witnesses from detainer-based treatment.
