## Summary

**This law makes OTAs fully transparent** by requiring all Other Transaction Agreements to be reported on USAspending.gov and by tightening data, display, and oversight rules. It names OMB, the Treasury Secretary, and USAspending.gov as central implementers and sets clear deadlines for rollout and reporting. - Taxpayers and watchdogs get a single public view of OTA spending on USAspending.gov with stronger data standards and accessibility rules to make records easier to find and verify. - Agencies must transmit OTA data, meet verification and display requirements, and accept expanded Inspector General oversight with a ten-year cadence for IG reporting. - Procurement offices and contractors face new data and transmission duties under a staged implementation plan that runs up to three years. The Government Accountability Office will recommend updates to the Federal Acquisition Regulation to align procurement rules with these reporting requirements.

After that, reports come at least every 2 years until 10 years after enactment. Later reports line up with the date of other required audit reports.
- Other transaction agreements now listed: benefit, medium. The law adds other transaction agreements to the awards shown on USAspending.gov. The Secretary must set up automatic data feeds and a single view within 3 years of enactment. If that is not in place after 1 year, the Secretary posts a list of all OTAs from the prior fiscal year. If still not in pl…
- Stronger checks on award data: benefit, medium. The Secretary and the OMB Director set rules so award data is complete and accurate. Agencies that post data must make sure it is correct. The Secretary publishes a list of which agencies must post within 1 year, and updates it at least every 2 years. These changes take effect when the first list i…
- GAO recommends contract transparency updates: benefit, low. GAO must give recommendations within 1 year to update a federal contract clause. The goal is to align contract language with federal transparency rules under FFATA.
