## Summary

**Withholds congressional pay until the House agrees to a budget resolution.** This bill would create an escrow system that deposits Members' compensation into a holding account if the House has not agreed to a concurrent budget resolution by April 15, starting in fiscal year 2026. - Members of Congress: Pay for Members, including Delegates and the Resident Commissioner, would be deposited into an escrow account beginning April 16 and held until the House adopts the concurrent budget resolution or the Congress ends. The payroll administrator must release any amounts remaining on the last day of the Congress to respect the Twenty-seventh Amendment. - Payroll administrators: The designated payroll officer in each chamber would be responsible for withholding and depositing payments and for following the same withholding and remittance rules that apply to normal payroll. - Treasury support and timing: The Secretary of the Treasury would provide assistance to the payroll administrators and the rule would take effect for fiscal year 2026 and each succeeding fiscal year.

## Provisions PRIA read

- Lawmakers' pay delayed if no budget: mixed, low. If a House of Congress misses the April 15 budget deadline, its Members’ pay would go into escrow. The hold would start April 16 and end when that House passes a budget resolution or on the last day of that Congress. Any money still in escrow on the last day of the Congress would be paid out.
