## Summary

**The Duplicative Grant Consolidation Act would create a system to stop duplicative federal grant awards.** It would set rules to block duplicate or fraudulent applications and require a centralized electronic tracking and deconfliction tool run by the Office of Management and Budget. - Researchers and institutions would face pre-award checks that can block an award if they already have a grant for the same purpose from a different executive agency. The bill carves out an exception for institutions of higher education. - Agency heads and inspectors general would use a joint process to decide which agency should fund overlapping proposals. The Director of the Office of Management and Budget would have 1 year to build an electronic tracking and deconfliction system that includes awardee name, principal investigator, award period, agency contact, and an abstract. - Awards would be barred to applicants found to have submitted fraudulent applications. The Director of OMB would also report on the feasibility of using artificial intelligence to spot duplicate applications and identify waste, fraud, and abuse, consulting Energy, NSF, and NIST officials.
