## Summary

**This bill creates a DHS-led program to train and equip state, local, Tribal, campus, and territorial law enforcement to detect and respond to _transnational repression_.** It also requires privacy, civil rights, and civil liberties protections and sets standards for what information is collected and shared. - State, local, Tribal, campus, and territorial officers, including the National Network of Fusion Centers, get standardized training delivered by the Federal Law Enforcement Training Centers (FLETC) or another accredited DHS component on spotting incidents, what data to record, and how to document suspected perpetrators. - Faith-based organizations, educational institutions, and communities that may be targets receive community awareness briefings from DHS partnership and civil rights offices about personal safety best practices and how to identify and protect possible victims, plus links to victim resources from the Cybersecurity and Infrastructure Security Agency (CISA), U.S. Citizenship and Immigration Services (USCIS), and the Office for Civil Rights and Civil Liberties. - DHS must coordinate research and development with its science and technology and state-local law enforcement offices to improve training tools and methods for identifying, recording, and sharing information about incidents, targets, and perpetrators. The Comptroller General must report to Congress on implementation within two years.
