Purchases are limited to 50 vehicles per fiscal year and each vehicle must be used in paid passenger service for at least 2 years unless it becomes inoperable. If a vehicle is sold earlier the operator must reimburse the Administrator the difference between open market value and the amount paid. - Local nonprofits: At least one in every five vehicles bought through the pilot must be donated to a local nonprofit after it is no longer used to provide ground transportation service. - Communities and environment: The Administrator must report annually on participation, cost savings, operational improvements, and environmental impacts such as reductions in vehicle emissions due to fleet modernization. The pilot would end three years after enactment unless changed.
