## Summary

**Expand recycling access in underserved communities.** This bill would create a pilot grant program at the Environmental Protection Agency to fund hub-and-spoke recycling infrastructure projects that boost collection and processing where capacity is limited. - Residents in underserved communities: Grants finance new transfer stations, curbside recycling expansion, and steps that lower collection and transport costs. At least 70% of annual funding would be reserved for underserved communities. - Local governments, Indian Tribes, states, and public-private partnerships: Eligible entities could receive grants from $0.5 million to $15 million. The federal share generally would be capped at 90% with a waiver option for significant financial hardship. - EPA and program design: EPA would set application rules and prioritize projects in places with not more than one materials recovery facility within 75 miles. The agency would have to start the program within 18 months and would report to Congress two years after the first grant on recipients and impacts. *Authorizes $30 million per year for fiscal years 2025-2029, totaling $150 million, which would increase federal spending over that period.*
