## Summary

**Removes California's special authority to set vehicle and engine emission rules.** This bill would end the Clean Air Act waiver process and bar any State or local government from adopting or enforcing emissions standards for nonroad engines or nonroad vehicles that go beyond or conflict with federal standards. - California state agencies and the California Air Resources Board would lose the waiver pathway and the Section 177 authority to adopt separate motor vehicle standards. - All waivers issued under Clean Air Act section 209(b) before enactment would be terminated and pending waiver applications would be denied. - Manufacturers of construction equipment, farm vehicles, and locomotive engines would face only federal standards rather than a separate California set of rules.
