## Summary

**Transparent, auditable reporting of taxpayer-funded "official time"** would be the bill's main aim. It would create yearly public reports and regular GAO audits to track the costs and use of official time under 5 U.S.C. 7131. - Agencies: Agency heads would have to submit and post a report by June 30 each year that lists total costs, reasons for each authorization of official time, and aggregated spending on negotiations, arbitration, travel, expert fees, and related expenses. - Federal employees and labor organizations: Reports would disclose per-employee details including position, annual pay rate, bonuses, benefit costs, hours spent on official time, and the percentage of an employee’s work time those hours represent. Agencies must also report square footage and monetary value of agency property made available to labor organizations. - Public and Congress: The Comptroller General would audit agency accounting at least once every four years. If an agency fails to follow generally accepted accounting principles the GAO must brief authorizing committees, increasing public and congressional visibility.
