## Summary

**Expands TSA screening to a wider set of commercial flights.** The bill would require the Transportation Security Administration to apply the Aircraft Operator Standard Security Program to certain air carrier operations and to update TSA rules and guidance to implement that change within 360 days. - Passengers: People flying on services that sell individual seats in advance and publish schedules would be subject to TSA screening under section 1544.101(a). This applies to airplanes configured with more than nine passenger seats. - Air carriers and crews: Operators that hold certificates under parts 135 and 380 of title 14 of the Code of Federal Regulations would need to comply with the Aircraft Operator Standard Security Program and any revised TSA policies, with a 360-day implementation timeline. - Airports and noncheckpoint operations: Flights that board or deplane outside a TSA-managed checkpoint are explicitly included, so screening requirements would reach operations at ramps or airports without TSA checkpoints.

## Provisions PRIA read

- TSA screening for more passenger flights: benefit, medium. If enacted, more passenger flights would need TSA’s standard security screening. It would cover operators under parts 135 and 380 that sell seats in advance and post public schedules. It would only apply to planes with more than nine seats that do not board or deplane through a TSA-run checkpoint.…
