## Summary

**Expands youth access to individual training accounts (ITAs)** to let eligible young people use WIOA training funds to pay for job training and align youth funding with the adult model. This change would amend WIOA section 129(c) so local-area funds may be used to provide ITAs for certain youth under the same payment rules that apply to adults and dislocated workers. - In-school youth aged 16 through 21 inclusive and out-of-school youth could use ITAs to pay for training services described in WIOA section 134(c)(3). - Eligible providers listed under WIOA section 122(d) would receive ITA payments in the same manner as payments for adults and dislocated workers. - Local workforce areas could use funds allocated under the cited paragraph to support these youth ITAs, giving local programs the same funding flexibility they already have for adult training.
