## Summary

**Creates an annual manager survey** that would collect managers' views on discipline, training, support, and leadership and would make agency results public unless doing so would harm national security. - Managers: Federal managers would answer a prescribed set of standard questions about confidence in leadership and the disciplinary system, training on discipline, time to observe probationary employees, whether they avoided disciplining staff, input on labor negotiations, and effects on morale and turnover.
