## Summary

**This bill would create a new Southwestern Power Administration Fund to consolidate the Administration’s receipts and prior account balances and provide a single source for funding transmission, marketing, and administrative work.** It centralizes money flows and clarifies how the agency can use and move funds for its energy and transmission duties. - It consolidates four categories of money into one Fund, including SPA receipts, appropriations, and transfers from existing SPA accounts, and keeps amounts available until spent. This gives the Southwestern Power Administration more predictable access to its collections and past balances. - The Fund may pay for operation and maintenance of transmission facilities, marketing electric power, construction and acquisition of transmission lines and substations, and related administrative costs under the Flood Control Act and the Energy Policy Act of 2005. That expands the set of activities the Fund can finance. - The Secretary, through the Administrator, could obligate funds in advance of appropriations to be repaid from the Fund, and any yearly excess would be sent to the Treasury as miscellaneous receipts. Chapter 91 of title 31 would apply to the Administrator like a wholly owned government corporation.
