## Summary

**130-day cap on service as a special Government employee (SGE)** is paired with a public, searchable SGE database and required release of certain financial disclosures. The bill would limit long stretches of temporary service and make SGE appointments, pay, and interests easier for the public to see. - Workers who serve as SGEs would stop being SGEs after 130 days of service in any 365-day period. If an individual exceeds that limit, the agency must decide a new civil service classification within 30 days and notify the person of appeal rights. - Executive agencies would have to notify the Office of Personnel Management within 30 days of any appointment, conversion, or termination of a covered SGE and keep records current. The OPM Director would audit compliance and report to Congress within 3 years. - The bill would create a public, searchable SGE Database on OPM’s website with fields like name, position title, pay rate, employing agency, and appointment and termination dates. It would also require public posting of covered SGEs’ financial disclosure reports, with exceptions for certain defense or exempt filings.
