## Summary

**Creates a legal exception that would let livestock producers and their employees take black vultures when the birds threaten livestock.** It would also ban the use of poison and require yearly reports on any takes using a form the Fish and Wildlife Service must provide within 180 days of enactment. - Livestock producers and employees would be allowed to capture, kill, disperse, or transport black vultures (Coragyps atratus) that are causing or are reasonably believed likely to cause death, injury, or destruction to livestock. This authority operates notwithstanding the Migratory Bird Treaty Act. - Anyone who takes a black vulture would have to submit an annual report by January 31 for the prior 12 months, once the reporting form is available. The Director of the U.S. Fish and Wildlife Service would have 180 days after enactment to create and post a reporting form. - The bill expressly prohibits taking black vultures using poison and permits injury to a vulture in the course of taking it.
