## Summary

**Makes sellers of certain decommissioned commercial vessels pay for cleanup and damage if the boat later sinks after being sold for recreational use.** It targets older, larger former commercial vessels and includes an insurance exemption for buyers. - Sellers and other transferors of covered vessels would face liability for damages from sinking and for costs to remove wrecks, clean pollution, and cover water intake pump shutdown or maintenance. - A transferee who has insurance that applies to the vessel for the 12-month period starting on the transfer date removes transferor liability. - Vessels under 35 feet in length or less than 40 years old are excluded from transferor liability. - Local governments, utilities, and cleanup contractors could seek payment from transferors for pollution cleanup and water intake shutdown or maintenance caused by a sinking.
