## Summary

**Creates the New Producer Economic Security Program to expand land, capital, and market access.** The program sits in the Farm Service Agency and funds community-led projects with competitive grants, loans, cooperative agreements, and other capital support to help new and disadvantaged farmers buy or keep land and build viable farms. - New and early-stage farmers and ranchers get direct help for land access and farm start-up. Funds may pay for land purchases, mortgage subsidies, down‑payment help, clearing heirs' property, land surveys, remediation, infrastructure, succession planning, and tailored technical assistance like translation. - Tribal communities and Tribal citizens gain priority protections for Tribal land rights and transitions. Applications that include Tribal right of first refusal, Tribal preferences near Tribal areas, voluntary transitions, or resale limits to keep land in agriculture get priority. - Community organizations and lenders can apply to run projects and create financing tools. Eligible applicants include Native community development financial institutions, community development financial institutions, nonprofits, cooperatives, colleges, and state or local governments; foreign‑owned entities are excluded. Recipients generally must obligate funds within 5 years and may face repayment for noncompliance.
