## Summary

**Prohibits ranked choice voting in D.C. elections.** This bill would bar the District of Columbia from using any ranked choice voting system for elections for public office, federal office, and for ballot initiatives or referendums. It inserts a new section 305 into Title III of the Help America Vote Act and renumbers adjacent sections. - D.C. voters and ballot measures: All local elections, federal contests held in D.C., and referenda could not be run with ranked choice or voter-ranked ballots. - Election officials: Local administrators would be required to run elections without ranked choice systems and the bill extends Help America Vote Act enforcement to that prohibition. - Statutory housekeeping: The text renumbers sections of HAVA and updates the table of contents to add the ban. The bill specifies no phase-in date, sunset, or explicit effective date.
