## Summary

**Creates a Special Inspector General for Unlawful Discrimination in Higher Education.** It would set up an independent office to investigate alleged race-based discrimination in college admissions, financial aid, and academic programs and make institutions’ eligibility for federal Higher Education Act funds contingent on compliance. - Students and applicants: Covered individuals could submit allegations about admissions, aid decisions, or programs that may violate the Equal Protection Clause or Title VI. The office would track complaints and report counts by institution with a separate tally for acts related to racial bias. - Colleges and universities: Institutions that the Secretary determines discriminated on the basis of race could lose eligibility for federal student assistance. Colleges must correct identified deficiencies or certify that no action is needed. - Federal oversight and operations: The Special IG would be a presidentially appointed inspector general with standard IG authorities, must report quarterly to key congressional committees, join the Council of Inspectors General, and the office would sun‑set after 12 years. *Would authorize $25.0 million to establish and run the office, increasing federal outlays.*
