## Summary

**Expanded sanctions on foreign actors aiding North Korea's arms transfers to Russia**. This bill would create new authorities for visa bans, property blocking, and reporting to target people, entities, and banks that help North Korea supply arms or related material for use in Russia's war in Ukraine. - Foreign financial institutions, including foreign central banks, would face asset-blocking and transaction bans if they knowingly facilitate significant transactions tied to these transfers. The President could waive sanctions for national security reasons after certifying to Congress at least 15 days before the waiver takes effect. - Foreign persons and entities that transfer, sell, reexport, or assist in the movement or logistical supply of North Korean arms or material for use in Russia would be subject to sanctions, visa ineligibility, and immediate visa revocation. - International humanitarian organizations are exempt for aid-related transactions or incidental contact with controlled individuals, and the President would have to report to the specified congressional committees within 90 days of enactment and every 180 days thereafter on significant North Korean activities supporting Russia.
