## Summary

**Tightening conflicts-of-interest and post-employment rules for Congress.** The HUMBLE Act would curb stock ownership and outside board service by Members, bar former lawmakers from lobbying Congress for pay, limit official air travel to coach class, and restrict some post‑service House benefits while ending automatic pay adjustments for Members. It sets staggered start dates, including a stock-ownership ban effective just before noon on January 3, 2027, a travel rule applying in fiscal year 2026 and after, and post-employment limits for officials who leave employment after enactment. - Current Members: Would be banned from owning common stock in individual corporations and from serving on for-profit boards. The stock ban takes effect just before noon on January 3, 2027. - Former Members: Would be prohibited from knowingly communicating with or appearing before Congress for the purpose of influencing official action on behalf of others, with criminal penalties for violations. Certain House privileges like dining room access, parking, and document room borrowing would be removed unless a joint waiver by House leaders is published. - Pay and travel: Would eliminate automatic congressional pay adjustments and prohibit non-coach airline accommodations for official travel starting in fiscal year 2026, with limited exceptions that mirror existing federal travel rules.
