## Summary

**Creates a Department of Homeland Security climate change research and development program to reduce climate risks to homeland security operations.** It would direct the Under Secretary for Science and Technology to evaluate federal research and, subject to available funding, carry out R&D that prioritizes mitigating climate-driven effects on preparedness, emergency planning, disaster response, and the Department's ability to operate. - DHS personnel and mission readiness: Would get targeted research aimed at risks that impair the Department's ability to respond to climate-driven events. - State, local, Tribal, and territorial governments: Must be consulted so their emergency planning and preparedness priorities can inform the research agenda. - Owners and operators of critical infrastructure: May be consulted and could see R&D focused on climate impacts that threaten infrastructure function. - Congressional oversight: The Under Secretary must report to specified House and Senate committees not later than 1 year after enactment and annually for 3 years on any R&D carried out under this section.
