## Summary

**This bill would create a temporary Constitutional Government Review Commission to identify federal powers not clearly delegated by the Constitution and recommend repealing those statutes to return those powers to the States or the people.** It also builds public review steps and a fast congressional path to consider the Commission’s repeal proposals. - States would receive recommendations for lump-sum shares of any federal budget savings the Commission estimates to support administration of powers returned to the States. - Federal agencies would face systematic reviews of their authorizing statutes and could have statutory authorities recommended for repeal by a majority vote of the Commission. - Congress would get a "Commission bill" process with expedited floor rules, including debate caps of 10 hours in the House and 30 hours in the Senate and no amendments allowed. *This bill would authorize up to $30.0 million in federal spending to establish and operate the Commission.*
