## Summary

**Stricter accountability for misuse of U.S. foreign aid.** This bill would add a new enforcement layer to Section 104(f) of the Foreign Assistance Act to punish knowing violations and require restitution. - Federal employees who knowingly violate the provision would face mandatory termination, a ban on future Federal employment, and a repayment obligation equal to the funds used improperly. - Grantees, sub-grantees, contractors, and other recipients that violate the provision would be barred from receiving Federal funds in the future. - The Secretary of State would have final authority to determine violations and impose penalties. Those determinations would not be subject to administrative review, must be reported to Congress within 60 days, and would be subject to the Congressional Review Act.
