## Summary

**Grants for local policing training and mental-health services.** This bill would create a Department of Justice Office of Community Oriented Policing Services grant program to fund de-escalation and victim-centered training, expand officer access to behavioral health care, and support recruitment and retention at small local agencies. - Law enforcement officers: Would get funded de-escalation, victim-centered, active-shooter, and behavioral-health services, plus signing bonuses and retention bonuses up to 20 percent of salary and graduate stipends up to $10,000. - Small local governments and Tribal agencies: Eligible units must employ fewer than 175 officers and would use a streamlined application that the Attorney General must make completable in not more than 2 hours, with technical assistance available. - Communities and program oversight: Grants could fund training and data collection on officer and community safety, require public disclosure of bonuses, and subject recipients to audits and a 3-year ineligibility rule for unresolved audit findings. *Authorizes up to $50 million per year for FY2027–2031 to carry out the program, which would increase federal spending if appropriated.*
