**Blocks budget reconciliation from cutting Medicaid or SNAP benefits.** It would make it out of order in either chamber to consider any reconciliation bill, resolution, amendment, or conference report that reduces enrollment or benefits for individuals in Medicaid under Title XIX or reduces eligibility or benefits for households in the Supplemental Nutrition Assistance Program until Jan. 20, 2029. - Families receiving SNAP would be protected from eligibility or benefit reductions made through reconciliation for the duration of the rule, until Jan. 20, 2029. - People enrolled in Medicaid under Title XIX would be shielded from reconciliation-driven cuts to enrollment or benefits during the same period. - Lawmakers would face a new temporary point of order in the Congressional Budget Act that bars reconciliation measures targeting these programs and adds a conforming change to extend the related enforcement rule until Jan. 20, 2029.
