## Summary

**Creates a voluntary, reversible opt-out from Medicare Part A for people entitled to those benefits.** The Retirement Freedom Act would let eligible individuals elect to leave Part A using a form and process set by the Secretary of Health and Human Services. They could later end the opt-out and re-enter Part A without penalty. The Secretary would define how to make and end the election. Opting out would not require giving up Social Security benefits under Title II of the Social Security Act. Individuals would not have to repay Part A payments for items and services furnished before making the election.
