## Summary

**Ban devices and modifications that materially increase a semiautomatic firearm's rate of fire**. The bill would also require owners of pre-enactment modified firearms to register them and would bring those modified guns under the National Firearms Act's rules. - Owners of modified semiautomatic firearms would have 120 days after enactment to register any firearm that was lawfully modified before enactment under section 5841 of the Internal Revenue Code. Pre-enactment lawful modifications that are registered would not be subject to the new ban. - Importers, manufacturers, sellers, transferees, and possessors would be barred, beginning 120 days after enactment, from dealing in devices or parts that materially increase a semiautomatic firearm's rate of fire or eliminate the need for a separate trigger movement. - The bill would amend the National Firearms Act to classify semiautomatic firearms modified to increase rate of fire as NFA-regulated items, extending NFA registration and controls to those weapons.

## Provisions PRIA read

- Ban on devices that speed gunfire: cost, high. Starting 120 days after enactment, it would be illegal to import, sell, make, transfer, receive, or possess devices that make semiautomatic guns fire faster. The ban would also cover parts and any semiautomatic gun modified to mimic a machinegun’s action or rate. Federal, state, and tribal authorit…
- Modified semiautos face NFA rules: cost, medium. If enacted, semiautomatic guns changed to materially increase their rate of fire would be treated as National Firearms Act firearms. Owners whose guns were modified before enactment would need to register them within 120 days under the NFA. NFA rules would bring paperwork, transfer limits, and taxe…
- Defines semiautomatic firearm in law: mixed, medium. The bill would add a clear definition of “semiautomatic firearm” in federal law. A gun would count if it uses energy from a fired round to cycle, needs a separate trigger action for each shot, and is not a machinegun. This definition would guide which devices and guns are covered by the new rules.
