## Summary

**Would create a mandatory, expedited leasing process for federal coal resources.** It would force quicker decisions on pending coal lease applications and strip the effect of Secretarial Order 3338 (2016). - Mining applicants: Would require the Interior Secretary to finalize fair market value, publish a draft environmental assessment if none exists, complete all intermediate steps, and grant pending "qualified applications" under the Mineral Leasing Act. - Existing lease holders: Would require the Department of the Interior and its bureaus to approve any additional permits or approvals needed so mining activities can begin on previously awarded leases. - Public and agency process: Would require a draft environmental assessment be published for public comment when missing while compelling rapid decisions by the Bureau of Land Management and the Secretary, shortening time to final approvals.

It would cover leases already awarded and pending BLM applications where the environmental review has started. The Secretary would publish a draft environmental assessment if none exists, set…
- Nullifies 2016 coal leasing order: mixed, low. If enacted, the bill would remove the legal effect of Secretarial Order 3338 (issued January 15, 2016).
