## Summary

**Permanently bans new offshore oil and gas preleasing and leasing off California's coast.** This bill would add a new subsection (q) to Section 8 of the Outer Continental Shelf Lands Act to bar any preleasing, leasing, or related activities in the portions of the Outer Continental Shelf off California. The prohibition would take effect at enactment, be written to override conflicting laws or rules, and would leave intact rights under any leases that were issued before enactment.
