## Summary

**Preserve historically maintained cluster box units**. This bill would require the United States Postal Service to continue maintaining privately owned cluster box units it has primarily serviced for at least 20 years and create a dedicated fund to pay for that work. - Households and residents served by those private cluster box units would keep USPS repairs and upkeep for units the agency has historically maintained for 20+ years. This aims to protect local mail reliability for those addresses. - Private property owners and associations that allow USPS access could add or remove mail receptacles subject to USPS approval. Covered owners can withdraw permission which ends coverage and the bill sets rules for reimbursement and liability when nonfederal parties cause damage. - The Postal Service would get a Cluster Box Unit Maintenance Fund, a Treasury revolving fund funded by deposits drawn from amounts appropriated for this purpose and allowed notwithstanding 39 U.S.C. 2003(b). The bill limits USPS maintenance to what is necessary for function and would require the Postal Service to issue implementing regulations within 180 days of enactment.
