## Summary

**Ban on offshore oil and gas leasing in New England waters.** This bill would prohibit the Secretary from issuing any lease for the exploration, development, or production of oil or natural gas on the outer Continental Shelf off the coasts of Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut. - Coastal residents and communities in those five states would not see new federal leases for oil or gas in adjacent federal waters. - Offshore energy companies could not obtain federal leases for exploration, development, or production in those specified OCS areas. - The measure adds a new subsection to the Outer Continental Shelf Lands Act that stops the Secretary from issuing such leases in the listed areas.
